During the permitting process, the meetings with the local communities are obligatory as part of the environmental impact.

 

Legal framework for innovative financial measures

The local councils are remunerated for issuing some local permits (e.g. construction). The law does not stipulate an express obligation on developers to sustain local communities, but it does occur. A turning point was the issuing of a law in 2013, where a tax for the special construction of 1.5% from the assets values was imposed to benefit the state budget. In 2015 and for 2016 this tax was reduced to 1%.
